Core Rules

The Laws

0) This page (ZyborgNomic/Ruleset), and the list of rules it contains, is the Ruleset.

1) The Core Rules, including this one, are immutable, unchangeable except by Special Deliberation. (See section Special Deliberation below). Rule changes to Core Rules cannot be made through Proposals.

2) All Players MUST abide by the rules as declared in the Ruleset.

3) A Player MUST NOT edit a Rule outside of methods described in the Ruleset.

4) A Player MUST NOT edit another Player's comments outside of methods described in the Ruleset.

5) A Player MUST NOT edit another Player's vote or votes.

6) All rule changes MUST be made through Proposals (See section Proposals below) except for rule changes to Core Rules which must be through Special Deliberation.

6a) A rule change is any addition to, edit of, and/or removal of a rule, and/or the creation of a new rule.

7) All edits to any ZyborgNomic page/subpage MUST have a small explanation in the Edit Summary.


Admins

The following Players are Admins to the ZyborgNomic:

Players

A user of the Nomic.Club Wiki may register by writing "I would like to join ZyborgNomic" in the Player Application section of the ZyborgNomic/Players wiki page. The Emperor or an Admin will then add them to the Active Players section of the same page, making them a Player. The Emperor or Admin that performed this act will then reply to the request in the Player Application section with an appropriate acknowledgement or greeting, signed with their name.

Quorum

A Quorum of a subset of Players is half the number of Players in that subset, rounded down, plus 1. If the word Quorum is referred to without qualifying or mentioning the subset it is referring to, it is a Quorum of all Players.

Proposals

Any Player may create a Proposal, or vote on a Proposal that was not created by them. A Proposal is a page made by a user containing a Rule Change. This page is to be listed on ZyborgNomic/Proposals. The Proposal must also contain a Voting Box - a Table containing the columns "Players", "Yes", and "No". In order to vote, a Player must add an entry on the Voting Box with their user name in the Players column, and enter an X into "Yes" if they are in favor of the Proposal or enter an X in "No" if they are opposed to the Proposal. If 48 hours have passed since the last Player's vote, if a Quorum of Players have voted Yes, if a Quorum of Players have voted No, and/or all active Players have voted, the Proposal is Closed, and:

  • If only one or fewer Players have voted on the Proposal before it has Closed, it has Failed.
  • If more Players have voted "Yes" than "No" by the time the Proposal has Closed, it has Passed.
  • If more Players have voted "No" than "Yes" by the time the Proposal has Closed, it has Failed
  • If a Quorum of Players have voted "Yes", the Proposal is immediately Closed and has Passed
  • If a Quorum of Players have voted "No", the Proposal is immediately Closed and has Failed
  • If the Emperor voted "No", the Proposal is immediately Closed and has Failed

If a Proposal has Failed, it is to be edited by the Emperor (See Dynastic Rules) or an Admin, Adding a section at the bottom called Summary. The section will state that the vote has failed and list the reason why ("Stalled - Not enough votes before closing", "Stalled - more opposing votes before closing", "Voted down by Quorum", "Vetoed"). The page can no longer be edited, and the Rule Change will not take effect.

If a Proposal has Succeeded, it is to be edited by the Emperor or Admin, adding a section at the bottom called Summary. The section will state that the vote has succeeded and list the reason why ("Passed by Plurality" - more votes for than against but not reached Quorum, "Passed by Quorum"). The Emperor or an Admin will then edit the Ruleset to reflect this Rule Change, if the Rule Change is legal. If another rule prevents this Rule Change, the Rule Change is declared void and treated as if it has failed, changing the Summary to reflect that it has Failed due to being an illegal rule change.

Special Deliberation

Special Deliberation is a method for discussing Core Rules and for voting on changes in the Core Rules. Special Deliberation is performed on the page ZyborgNomic/Special Deliberation. A Player may create a section on the Special Deliberation page listing the rule change they want enacted in the Core Rules, and an argument supporting why they wish to enact this rule change. This is known as a Special Proposal. The header for the section must be a short name of the Special Proposal. The Player that has created this Special Proposal must sign their Special Proposal with their name. They must then create a section on the Talk:ZyborgNomic/Special Deliberation with the name of the Special Proposal they have created. Other players may submit commentary under the Special Proposal for or against the Special Proposal, and MUST submit commentary or be barred from voting on the specific Special Proposal. After the second commentary is submitted, and starting 24 hours since the last commentary has been submitted, the Player that submitted the Special Proposal may create a Voting Box in the section of ZyborgNomic/Special Deliberation containing their Special Proposal. This Voting Box, and subsequent voting, follows the rules listed for Proposals, with the following exceptions:

  • As described above, a Player cannot vote on the Special Proposal if they have not submitted commentary on it.
  • In order for the Special Proposal to pass without Quorum, all votes must be in favor of the Special Proposal ("Yes") and there must be at least three votes.
  • In order for the Special Proposal to pass with Quorum, there must be an additional vote in favor ("Yes") beyond Quorum.

Victory and Ascension

When a Player believes they have reached the current victory condition, they may make a Declaration of Victory on the ZyborgNomic/Proposals page. When this happens, it is voted on as if it was a Proposal, and if it passes, they are declared the winner. They are now the new Emperor, and may make an Ascension Address on the main ZyborgNomic page ZyborgNomic replacing the previous one. An Ascension Address describes the new Emperor's theme for their Dynasty (See Dynastic Rules below) and the terms that shall replace Emperor and Player in the rule set for this Dynasty, based on the Dynasty's theme. This overrides the rules on rule changes. All other Dynastic Rules are cleared upon Ascension.


Dynastic Rules

A Dynasty is a round of the ZyborgNomic headed by a single Player known as the Emperor. Each Dynasty has its own unique rules in addition to the Core Rules. These rules are known as Dynastic Rules. The Dynastic Rules of each previous Dynasty are removed at the start of the following Dynasty.
