pokes' thoughts:
- Without a rule specifying precedence, it's contradictory right now how core rule changes are made - they must be by special deliberation, and must by by proposal, but cannot be by proposal.
- It might work better and play into the strengths of MediaWiki to keep a page with a proposal or special deliberation clean, and have all the discussion, voting, and Emperor closing notes be on its talk page.
