pokes' thoughts:
- Without a rule specifying precedence, it's contradictory right now how core rule changes are made - they must be by special deliberation, and must by by proposal, but cannot be by proposal.
- It might work better and play into the strengths of MediaWiki to keep a page with a proposal or special deliberation clean, and have all the discussion, voting, and Emperor closing notes be on its talk page.
- Someone would need to learn MediaWiki better than I know it, but there might be a way to make a voting box template so that all you have to do is type something like
{{VotingBox}}
and it populates the page with the right thing automatically.

My thoughts
Skimming these rules, they look sound and have some interesting concepts, but I'm slightly concerned that this ruleset is too similar to BlogNomic to effectively build a playerbase.
