pokes' thoughts:

• Without a rule specifying precedence, it's contradictory right now how core rule changes are made - they must be by special deliberation, and must by by proposal, but cannot be by proposal.
• It might work better and play into the strengths of MediaWiki to keep a page with a proposal or special deliberation clean, and have all the discussion, voting, and Emperor closing notes be on its talk page.
• Someone would need to learn MediaWiki better than I know it, but there might be a way to make a voting box template so that all you have to do is type something like

  {{VotingBox}}

  and it populates the page with the right thing automatically.
